We bring together professionals from background screening, corporate and legal due diligence, security consulting, and legal practice to raise industry standards, encourage compliance with national and international laws, and protect the interests of clients, institutions, and the wider public.

Membership Structure
Four membership categories.
PADBSL keeps its structure flexible at launch and will formalise further as the association grows. Voting rights and leadership roles are reserved for Corporate, Individual Professional, and Legal Members. Associate/Affiliate Members are non-voting supporters.

Promote Ethical & Lawful Practice
To develop and promote high standards of integrity, confidentiality, and legal compliance in background checks, due diligence, security, and legal support services across Pakistan.

Set & Maintain Professional Standards
To establish clear guidelines and best-practice frameworks for member firms and professionals, including minimum checks, reporting standards, data protection, and responsible use of information.

Capacity Building & Training
To organise training, workshops, and knowledge-sharing sessions on topics such as investigations, compliance, AML/CFT, sanctions, employment screening, cyber risk, and legal developments.

Code of Conduct & Accountability
To adopt and enforce a code of conduct for members, including mechanisms to handle complaints, conflicts of interest, and unethical or unlawful practices.

Advocacy & Stakeholder Engagement
To act as a collective voice for the diligence, screening, security, and legal services community, engaging with regulators, industry bodies, and international partners to improve transparency, compliance, and trust.
Membership Criteria
Who Can Join PADBSL?
PADBSL welcomes organisations and professionals who are actively engaged in background checks, due diligence, security, compliance, and legal support services, and who are committed to ethical and lawful practice.
1. Corporate Members
Eligible for
- →Background screening and verification companies
- →Due diligence, risk, and investigation firms
- →Security and risk advisory companies
- →Law firms providing due diligence, investigations, compliance, or related legal services
Basic Criteria
- ✓Proper registration with relevant authorities (e.g. SECP, FBR, or equivalent)
- ✓Documented policies on confidentiality, data protection, and ethical practice
- ✓Agreement to comply with PADBSL's Code of Conduct
2. Individual Professional Members
Eligible for
- →Professionals working in background screening, due diligence, investigations, compliance, AML, or related security and risk roles
- →In-house HR / compliance / legal professionals responsible for screening and integrity checks
Basic Criteria
- ✓Relevant professional experience or qualifications in a related field
- ✓Commitment to follow PADBSL's Code of Conduct and ethical guidelines
3. Legal Members
Eligible for
- →Licensed advocates and legal practitioners involved in due diligence, litigation checks, regulatory compliance, or investigation-related legal work
Basic Criteria
- ✓Valid licence to practise law in Pakistan (or relevant jurisdiction)
- ✓Commitment to collaborate lawfully and ethically with other members
4. Associate / Affiliate Members
Eligible for
- →Technology and data providers supporting screening and diligence
- →Training and consulting organisations in compliance, risk, or security
- →Academic, research, and policy institutions with an interest in these areas
Basic Criteria
- ✓Demonstrated connection to the diligence, screening, security, or legal ecosystem
- ✓Support for PADBSL's objectives and Code of Conduct

Professional Standards
PADBSL Code of Conduct
All PADBSL members agree to abide by the following core principles as a condition of membership.

Legality and Compliance
Members will conduct all activities in full compliance with applicable laws and regulations, including those relating to data protection, privacy, confidentiality, labour, and criminal law. No member may obtain information through hacking, unauthorised access, impersonation of authorities, or any other unlawful means.

Integrity and Accuracy
Members will strive to obtain and report information that is accurate, fair, and verifiable. Findings will not be misrepresented or manipulated, and opinions will be clearly distinguished from factual data.

Confidentiality and Data Protection
Members will protect confidential information and personal data obtained during assignments, using it only for legitimate, agreed purposes and storing it securely. Disclosure to third parties will be strictly controlled and, where required, based on consent or clear legal grounds.

Respect for Rights and Non-Discrimination
Members will respect the legal and human rights of subjects, clients, and third parties. There will be no discrimination on the basis of race, religion, gender, nationality, or any other unlawful ground in the provision of services or reporting of findings.

Avoidance of Conflicts of Interest
Members will disclose any actual or potential conflicts of interest to clients and PADBSL where relevant, and will take appropriate steps to manage or avoid such conflicts, including declining engagements where impartiality cannot be assured.

Professionalism and Competence
Members will only accept work for which they have the necessary competence, resources, and lawful access. They will commit to continuous professional development to keep their knowledge and methods up to date.

Responsible Use of Reports
Members will clearly communicate the purpose, scope, and limitations of their reports, and will discourage clients from using reports in ways that are illegal, unethical, or beyond the agreed scope.

Accountability and Cooperation with PADBSL
Members agree that PADBSL may review complaints about their conduct and, where appropriate, may request explanations, recommend remedial steps, or take disciplinary measures in line with PADBSL's rules. Members will cooperate in good faith with such processes.
By applying for PADBSL membership, all applicants confirm they have read and agree to abide by this Code of Conduct. Breach of these principles may result in suspension or termination of membership.
