Membership Structure
PADBSL keeps its structure flexible at launch and will formalise further as the association grows. Voting rights and leadership roles are reserved for Corporate, Individual Professional, and Legal Members. Associate/Affiliate Members are non-voting supporters.
Licensed advocates and law firms who provide legal opinions, litigation checks, and regulatory advice linked to diligence and security work.

Our five core objectives guide everything we do — from member conduct to stakeholder engagement.

To develop and promote high standards of integrity, confidentiality, and legal compliance in background checks, due diligence, security, and legal support services across Pakistan.

To establish clear guidelines and best-practice frameworks for member firms and professionals, including minimum checks, reporting standards, data protection, and responsible use of information.

To organise training, workshops, and knowledge-sharing sessions on topics such as investigations, compliance, AML/CFT, sanctions, employment screening, cyber risk, and legal developments.

To adopt and enforce a code of conduct for members, including mechanisms to handle complaints, conflicts of interest, and unethical or unlawful practices.

To act as a collective voice for the diligence, screening, security, and legal services community, engaging with regulators, industry bodies, and international partners to improve transparency, compliance, and trust.

Professional Standards
All PADBSL members agree to abide by the following core principles as a condition of membership.

Members will conduct all activities in full compliance with applicable laws and regulations, including those relating to data protection, privacy, confidentiality, labour, and criminal law. No member may obtain information through hacking, unauthorised access, impersonation of authorities, or any other unlawful means.

Members will strive to obtain and report information that is accurate, fair, and verifiable. Findings will not be misrepresented or manipulated, and opinions will be clearly distinguished from factual data.

Members will protect confidential information and personal data obtained during assignments, using it only for legitimate, agreed purposes and storing it securely. Disclosure to third parties will be strictly controlled and, where required, based on consent or clear legal grounds.

Members will respect the legal and human rights of subjects, clients, and third parties. There will be no discrimination on the basis of race, religion, gender, nationality, or any other unlawful ground in the provision of services or reporting of findings.

Members will disclose any actual or potential conflicts of interest to clients and PADBSL where relevant, and will take appropriate steps to manage or avoid such conflicts, including declining engagements where impartiality cannot be assured.

Members will only accept work for which they have the necessary competence, resources, and lawful access. They will commit to continuous professional development to keep their knowledge and methods up to date.

Members will clearly communicate the purpose, scope, and limitations of their reports, and will discourage clients from using reports in ways that are illegal, unethical, or beyond the agreed scope.

Members agree that PADBSL may review complaints about their conduct and, where appropriate, may request explanations, recommend remedial steps, or take disciplinary measures in line with PADBSL's rules. Members will cooperate in good faith with such processes.
By applying for PADBSL membership, all applicants confirm they have read and agree to abide by this Code of Conduct. Breach of these principles may result in suspension or termination of membership.
